A newly passed bill in New York is igniting fierce debate after lawmakers voted to replace traditional parental terms such as “mother” and “father” in portions of state law with gender-neutral alternatives including “gestating parent” and “non-gestating parent.”
The legislation, sponsored by Democratic lawmakers in Albany, now heads to Governor Kathy Hochul’s desk for consideration. If signed into law, the bill would update terminology across sections of family court, domestic relations, and education law. It would also replace terms such as “paternity” with “parentage” and “putative father” with “alleged parent.”
Supporters describe the measure as a modernization effort designed to reflect surrogacy arrangements, same-sex parenting, and other family structures recognized under current New York law.
Critics see something very different.

The bill has quickly become one of the most controversial cultural issues to emerge from New York this year.

That debate will likely continue long after this bill reaches the governor’s desk.
